ASU’s Vice President for Student Affairs reviews the decisions of the Office of Housing and Residential Programs when an appeal is made by a student whose request for an exemption has been denied.
Students should not make off-campus housing arrangements until they receive written notification from the Office of Housing and Residential Programs stating that their request for exemption or appeal has been approved.
A student who gives false information concerning housing will be subject to disciplinary action, including possible suspension from the university. A student found to be living off-campus without approval from the Office of Housing and Residential Programs will be reported to the Dean of Students Office and will be subject to the Student Conduct process.
If a request for release/exemption is approved, students will receive written notification (email to their ASU email account) stating the reason the request was approved. Students will be billed through the date of the approval or the date that they officially check out of their residence hall room.
If this date is after the start of the semester, they will be billed for housing and food charges through the date that they officially check out of their residence hall room. Housing and food rates are prorated on a daily basis.

If a request for release/exemption is denied, students will receive written notification (email to their ASU email account) of the decision to deny, along with the reason(s) the request was denied. Detailed appeals instructions will be provided when the original decision is sent.
A student may appeal the denial of a Housing Policy exemption by submitting the Housing Exemption Decision Appeal form within ten (10) university business days from the receipt of the initial Housing Policy exemption denial notification. In order for a Housing Exemption Decision Appeal to be considered it must meet one of the following criteria:
A procedural or substantive error that significantly impacted the outcome of the original decision (e.g., substantiated bias, material deviation from established procedures, etc.); or
The discovery of new information, unavailable during the original review period, which could substantially impact the original decision. A summary of this new information and its potential impact must be included.
The Vice President for Student Affairs, or designee, will review the appeal to determine if it is timely and properly sets forth the appropriate grounds for appeal. If so, a determination on the appeal will be made and email notification will be sent to the student within ten (10) university business days, and the decision is final.
If the appeals decision upholds the denial of a request for release/exemption, the student will be expected to reside in university-owned housing, and will be held financially responsible for the full duration of the housing contract. A space in the residence halls will be held for the student to uphold the university’s responsibility to the contract.
If an appeal is approved, Housing and Residential Programs will be notified of the decision and take the appropriate action. Students will be expected to follow the procedures to schedule and complete a proper check-out of their assigned room with hall staff. Any required housing and/or food charges (if applicable) will be prorated based on the date that they complete their proper check-out.
